Lithium-ion battery industry specification conditions (2021 version) (Draft)

This specification are to encourage and guide the technological progress and standardized development of China’s lithium-ion battery industry, through laws and regulations and industrial policies. 

1. Industrial layout and project establishment

• Lithium-ion battery enterprises and projects should comply with national resource development interests use, ecological environmental protection, energy-saving management, safety production and other legal and regulatory requirements

• Ban projects on farmland and ecological protected areas. Existing enterprises in the above-mentioned areas shall comply with laws and regulations and maybe required to decommission and close, or strictly control the scale and gradually move out.

2. Process technology and quality management

• LiB enterprises should have the ability to monitor the uniformity of the electrode after coating. Accuracy of electrode coating thickness and length is within 2µm and 1mm, respectively. Electrode drying technology/ water content measurement accuracy at least 10ppm.
• LiB enterprises should have the temperature, humidity & cleanliness during electrolyte injection process. Ability to control environmental conditions.
• Should have internal short-circuit and high-voltage testing after battery assembly (HI-POT) Online detection capability.
• Advanced technology, energy saving and environmental protection, safety and stability, and smart manufacturing.
• LiB pack enterprises should have a single battery open circuit voltage, internal resistance, etc.
• Ability to evaluate consistency, and the measurement accuracy is not less than 1mV and 1mW
• Online detection capability of battery pack protection board function.
• Establish a quality management system, Including quality control processes, control procedures to prevent and detect internal short-circuit faults.
• Establish a whole life cycle traceability system to encourage enterprises to apply proactive traceability

3. Safety 

• Lithium-ion battery companies should have control of electrode burrs during shearing accuracy is not less than 1µm
• Electrode pairs during winding or laminating Uniformity control ability, the control accuracy is not less than 0.1mm. 
• Positive and negative electrode material companies should ability to control harmful impurities, and the detection accuracy is not less than 10ppb.

4. Environmental protection

• Enterprises and projects should comply with the land use standards 
• Formulate product unit consumption indicators and energy consumption accounts,
• adjust their energy consumption structure, use clean energy sources such as photovoltaic, and carry out energy conservation
• Comprehensive utilization of lithium-ion batteries, etc.
• Comprehensive management of resources throughout the life cycle.
• Carry out environmental impact assessments of construction projects in accordance with the law and strictly implement

• Energy consumption should be ≤ 400 kgce/10,000Ah.
